§
Employers
shall: o
Provide
adequate and timely resources necessary to support their managed fall
protection program. o
Appoint
a program administrator with the requisite knowledge, experience, training,
and authority to direct the Employer's fall protection program. o
Identify
fall hazards and eliminate or control every existing or new fall hazard in
the employees’ workplace environment. o
Develop
and maintain written fall protection and rescue procedures for every location
where an active fall protection system is used to control a fall hazard. |

§
For
Authorized Persons, Employers shall: o
Inform
each individual about any foreseeable fall hazard before exposure to the
hazard. o
Provide
authorized persons with continuous fall protection at Employer-owned, or
operated, locations. For
non-employer-owned or operated locations, verify that continuous fall
protection is provided. o
Provide
the knowledge and training necessary to operate any active fall protection
systems used. o
Provide
competent persons to supervise all persons who are exposed to fall hazards. |

§
The
Program Administrator shall: o
Be
responsible for the development, implementation, and monitoring of the
managed fall protection program. o
Have
a working knowledge of current fall protection regulations, standards,
equipment and systems. o
Advise
and provide guidance to managers, employees, and other departments on all
managed fall protection program matters. o
Establish
and assign all duties and responsibilities outlined in this standard to individuals
who are trained and qualified to perform them. o
Establish
and implement a procedure to identify, and eliminate or control, new and
existing fall hazards. o
Develop
fall protection and rescue procedures for every location where an active fall
protection system is used. o
Provide
specific training for all authorized, competent, and qualified persons or
verify that those persons are provided with the training. o
Participate
(personally or other Qualified Person) in the investigation of all incidents
related to falls from heights, including: ·
Reviewing
incident reports; ·
Taking
corrective action to eliminate causes; ·
Making
necessary reports to management; and ·
Maintaining
an incident report system. o
Measure
and evaluate the effectiveness of the managed fall protection program by: ·
Conducting
periodic program evaluations, and ·
Making
improvements. |
Other departments
may include engineering, human resources, purchasing, etc. |

§
The
Qualified Person shall: o
Be
responsible for supporting the fall protection program as a technical
resource. Their areas of expertise may
include: ·
System
design, ·
Horizontal
lifeline design, ·
Structural
analysis, ·
Calculation
of impact forces and clearances, ·
Testing, ·
Anchorage
certification, ·
Methods
of control, ·
Equipment
selection, and ·
Compliance
with applicable regulations and standards. o
Supervise
the design, selection, installation, and inspection of certified anchorages
and horizontal lifelines. o
During
design, installation, or selection of anchorages, calculate the forces
generated by an arrested fall, the total loading, and the deflection of the
fall arrest anchorages, the impact on the structural members, and determine a
safe location for anchorage. The
manufacturer’s published limits on system loads may be used to calculated the
forces. o
Participate
in investigations of all incidents related to falls from heights. o
Meet
the qualifications of a Competent Person and may perform the duties and
responsibilities of a competent person. |

§
The
Competent Person shall: o
Be
responsible for the immediate supervision, implementation, and monitoring of
the fall protection program. o
Be
knowledgeable of applicable fall protection regulations, standards, equipment
and systems, and mandatory requirements for fall protection equipment and
systems used by their employer. o
Have
the authority to immediately stop work if they determine that it is unsafe to
proceed with the workplace activities. |

The
Competent Person shall: o
Conduct
a fall hazard survey to identify fall hazards before authorized person as
exposed to those hazards. o
Identify,
evaluate, and impose limits on the workplace activities to control fall
hazard exposures and swing falls. o
Communicate
limits to all Authorized Persons who utilize the fall protection systems. o
Prepare,
update, and approve written fall protection and rescue procedures – including
a written rescue plan. o
Review
the written procedures as workplace activities change for needed additional
practices, procedures, or training. o
Specify
that written fall protection and rescue procedures include: ·

Connecting
means, ·
Body
supports, and ·
Other
required fall protection equipment. o
Supervise
the selection, installation, use, and inspection of non-certified anchorages. o
Verify
that fall protection systems have been installed and inspected in compliance
with this standard and all applicable federal, state, and local regulations. o
Establish
the clearance requirements for each fall protection system. o | |
