Competent Person, Competent Rescue, Qualified Person Trainers

Trained or Evaluated By:

The Program Administrator shall be trained by:

o    A Competent Person trainer, or

o    A Qualified Person trainer.

The Qualified Person shall be trained by:

o   A Qualified Person trainer.

 

The Competent Person shall be trained by:

o    A Competent Person trainer, or

o    A Qualified Person trainer.

 

The Authorized Person shall be performed by:

o   A Competent Person,

o   A Qualified Person,

o   A Qualified Person trainer, or

o   A Competent Person trainer.

 

The Authorized Rescuer shall be evaluated by:

o   A Competent Rescuer or

o   A Competent Rescue Trainer.

 

Frequency:

 

Qualified Persons shall receive training not less than once every two years.

Competent Persons shall receive training not less than once every two years.

Authorized Persons and Authorized Rescuers shall be evaluated at least annually.

 

This evaluation shall include:

o   A written examination and

o   Demonstrated use of the selected equipment.

 

Skills Covered:

Program Administrator training shall include:

o   Applicable fall protection regulations,

o   Selecting fall protection systems including the common hazards associated with each system and component,

o   Developing a managed fall protection program,

o   Fall hazard surveys,

o   Selection and appointment of steering committee personnel,

o   Developing approved equipment purchase lists,

o   Selecting and appointing competent and qualified people,

o   Developing written fall protection, rescue, and evacuation procedures,

o   Developing engineering system standards,

o   Developing training programs,

o   Investigating incidents and near misses.

Qualified Person training shall cover:

o   The responsibilities of authorized, competent, qualified, and program administrators with respect to fall protection,

o   Applicable fall protection regulations,

o   Preparing fall hazard surveys,

o   Fall hazard elimination and controls methods,

o   Selecting fall protection systems including the common hazards associated with each system and component,

o   Assessing fall protection systems and determining system safety (clearance requirements, free fall distance, swing fall forces, impact forces),

o   Developing written fall protection, rescue, and evacuation procedures,

o   Developing engineering system standards,

o   Designing, selecting, and analyzing anchorages and anchorage structures,

o   Designing new, and evaluating existing, horizontal lifelines,

o   Inspection and recoding of equipment components and systems (including component compatibility),

o   Determining when fall protection systems are infeasible,

o   Investigating incidents and near misses.

Competent Person training shall cover:

o    The responsibilities of authorized, competent, qualified, and program administrators with respect to fall protection,

o    Applicable fall protection regulations,

o    Fall hazard elimination and controls methods,

o    Selecting fall protection systems including the common hazards associated with each system and component,

o    Preparing fall hazard surveys,

o    Developing written fall protection, rescue, and evacuation procedures,

o    Inspection and recoding of equipment components and systems (including component compatibility),

o    Assessing fall protection systems and determining system safety (clearance requirements, free fall distance, swing fall forces, impact forces),

o    Selection, and use, of non-certified work positioning and travel restraint anchorages.

o    Investigating incidents and near misses.

Every Authorized Person and Authorized Rescuer shall receive training:

o   Before they are exposed to a fall hazard for the first time;

o   When the nature of the work changes,

o   When the nature of the workplace changes,

o   When the methods of eliminating or controlling a fall hazard change to an extent that prior training is not adequate; 

o   When the person does not have the required level of knowledge, or

o   When the person is not following the required means and methods.

Competent Person,  Competent Rescue, and Qualified Person Trainers shall have, at a minimum for person that they are training, the:

o  Experience,

o  Knowledge,

o  Training, and

o  Education.

 

Trainers shall have adult education:

o  Experience,

o  Knowledge, and

o  Training skills.

Demonstrations:

 

Qualified Person must demonstrate how to properly:

o   Select the equipment,

o   Inspect the equipment prior to use,

o   Install the equipment,

o   Anchor appropriately,

o   Assemble the components,

o   Use the selected fall protection equipment in the field where the work is done,

o   Dismantle the system, and

o   Store the equipment.

Competent Person must demonstrate how to properly:

o    Select the equipment,

o    Inspect the equipment prior to use,

o    Install the equipment,

o    Anchor appropriately,

o    Assemble the components,

o    Use the selected fall protection equipment in the field where the work is done,

o    Dismantle the system, and

o    Store the equipment.

Authorized Person or Authorized Rescuer must demonstrate how to properly:

o    Use the types of equipment that the person is authorized to operate.

 

 

Comments:

 

 

 

The program administrator will determine what training is required by an Authorized Person.  They shall consider:

o   What trainees are required to know or do;

o   Any available job analysis and any changes to the job;

o   Site specific information;

o   Special abilities, needs, or languages of the trainee;

o   Previous training provided to the trainee; and

o   Regulatory requirements and changes to regulations.
